which is the maximum recommended velocity o pressure gradient for a oil/water emulsion pipeline ?

Oil/water emulsion pipelines are a whole separate class of hydraulic problem.  What you ask will depend on the properties of the specific oil, the oil to water ratio, the elevations of the pipeline profile, the temperature, the cooling rate, the pipeline diameter, the flowrate and the ultimate or possibly combined flow regimes.  There may not be only one answer for just one pipeline.

I see you are in VE.  I worked on the VEHOP pipeline design and developed an appreciation of what is required for heavy crudes while I also studied extensively a number of papers about the Orimulsion blend.

If you Google "Orimulsion Venezuela" you may be able to find some of those and other info, properties, etc. Eso me parece que puede ser util, http://www.monografias.com/trabajos12/orimu/orimu2.shtml y posiblemente esto, http://pdf.rincondelvago.com/orimulsion.html pero casi todos habla solamente sobre las temas economicos .. na'mas.
