In the past I have designated a fence as if it were a guardrail.  These fences have been a continuation of the guardrail in place.  This particular fence cannot be considered a guardrail as it is not a part of the structure. The bottom of the fence is suspended above the stream channel. It behaves as an obstruction and needs to be considered in mapping the flood hazard.  The list of survey codes does not allow for this scenario.  My opinion would be to have a TOF (top of fence) and BOF (bottom of fence) as a part of the survey code.  Please let me know

It has to be coded as something for the data capture standards.  Is there a generic survey code that we can add this to?

It seems like this would be based on your (or your surveyor's) preference, unless your client has specific criteria.  

Some cities in my area require surveys to be completed in accordance with "FEMA Guidelines and Specifications for Flood Hazard Mapping Partners - Appendix N: Data Capture Guidelines."  In this case, you would be stuck using their nomenclature.

I don't see why TOF and BOF wouldn't work.  Your surveyor providing you a sketch of it would probably be helpful also.

Appendix M: Data capture standards does not have a survey code for TOF or BOF..If you refer page 34 of App M where the survey codes are listed there is no provision for coding a fence, what do we do in this case..confusing!

We used to do an "FN start" to begin a fence with misc FN shots at points of inflection and an "FN stop or end" to end the fence run.  But I think our survey boss could change these at his discretion you just have to update the software to recognize the new code.  In your situation it would have been "GD end, FN start" if they stopped and started at the same point.
