Is there a facility in the continental United States that has the capability to test a 12,000HP induction motor at 13.2kV?  I can only find a location in the UK, but would much rather ship within the US for testing.

You might want to check Westinghouse EMD (Electro Mechanical Division) in Cheswick, PA.
I don't know if they have that capability but I know they do a lot of work on approx 8,000hp 13.2kv motors for commercial nuclear industry.
