Can anyone define a minor repair in accordance with ASE B31.3 345.2.6?

Minor repair is a subjective term as dictated by the owner. I would define minor repair as either removal of surface weld defects (or seal welding to attach an appurtance or clip, etc) that could be repaired and evaluated by NDT without having to leak test a second time.

The decision will rest with either [prefferably both] the Pipe Engineer or the Pipe Inspector.  Cannot be made by just any employee of the owner.  Otherwise Accounting would declare all repairs to be 'Minor'.

In the case where the owner has in-house engineering and has the responsiblity to enforce B31.3, this is acceptable.

345.2.6;
If repairs or additions are made following the leak test, the affected piping shall be retested, except that for minor
repairs or additions the owner may waive retest requirements
when precautionary measures are taken to assure
sound construction.
