What is better to work with for dimensioning in NX7, JT or STEP?

Have a question for those that have worked in a mixed CAD environment - what is better to work as reference data when modeling and drafting in NX7, JT or STEP? Been hearing issues with some folks that try to use JT in NX that they cannot dimension correctly - yet I am leery of total reliance on STEP (especially if questions about how it was created in the other CAD system comes up).
