Okay, looking at a situation where the vessel handbooks are not any too clear. In evaluating a nozzle per WRC-107, would a blind flange on the outside end count as zero radial force, and a sliding expansion joint require the pressure end force to be considered? Or the other way around?

I would always take into account the pressure end load. For sure it will be present in all cases, except where an expansion joint is on the pipe before any bend or equipment.
