I have a street where traffic is high at 7:00 AM and again at 5:00 PM.  The residents complain they cannot pull out of their driveways because too many cars are traveling the road.  A traffic signal was requested so I conducted the traffic study and reviewed the 8 warrants.  None were met.  What other methods are available to increase gaps between vehicles or encourage better platooning?

Make all lights red for 3-4 seconds every second or third cycle.

Hire a policeman - most sit on their duff all day anyway.

Speed bummps and/or four-way stop signs every couple blocks

Speed bumps and stop signs may decrease speeds at the intersection, but studies show higher average speeds between the bumps/signs.  These also will not increase gaps in traffic, and it will significantly lower the capacity and level-of-service of the through road, particularly when traffic volumes are high.

Sounds like poor planning to me and there is not much you can do without major infrastructure improvements.  You may consider not allowing parking along the road to improve sight distance for vehicles pulling out from their driveways.

Is the high volume of traffic due to drivers using this street as a rat-run, avoiding another, more congested, route? Or is this actually the 'designated' or only route that vehicles can take from A to B?

If it's the first problem there may be something you could do, if it's the second then as civilman72 said, it's just poor planning and you're probably stuck with the situation.
