How can a texture surfaces like shark skin texture be applied to the surface of a non-metallic flexible hose of approximately 16mm diameter?

Check Machinery Handbook. There is supposedly an American National Standard, ANSI/ASME B46.1 on such geometric irregularities in the surface.  The term is 'lay' which is defined as the "direction of predominant surface pattern ordinarily determined by production method." (Machinery Hdbk quote.) It doesn't matter what the material is, or the physical size.  

There are drawing symbols for various lay patterns, so you would have to specify both surface texture and lay.  If that does not get you the surface you need, then you will have to quantify it in some other way.
