We are using a ballasted clarification process in which we use chlorinated surface water (using chlorine gas) so the residual chlorine just upstream the clarifier is around 3 ppm.

The issue I want help on is if there's any experience that shows this "high" residual chlorine can affect the effectiveness of the polymer I'm using.

Any idea is appreciated

Check with your chemical supplier.  3ppm Cl is not unusual, and I'm sure that the supplier has information, if not data, on it's impact on the performance of the polymer.

One would doubt that such a small amount of chlorine would have such an effect. If there was an effect, the effect would probably be minor.

Why don't you do a simple test by shutting off the chlorine and measuring the results?

Most swimming pool filters are made in polyester and they work with similar ppm quantities, and they have no problem at all
