I need some information on how to cut down on the visible emissions from a Tank that we run into at 300-400 degrees with Vacuum bottoms. Is there a scrubber or any other way to vent to the ground so that the vapors are not so visible. currently the tank has a center vent on the roof.

Simple answer is yes.

But to get to a good solution you should probably find out what you are venting and is this normal and allowable.  Sounds like you are trying to cure a symptom not the problem.

It is normal for the tank to vent as it is an atmospheric tank. The problem is when the weather gets colder the venting is more visible, and we are very close to nearby neighborhoods. There are some neighbors that don't understand that the tank has to vent so we are just trying to minimize the visible emissions.

Google for asphalt tank vent condensers intended not only to solve the problem of visible emissions but also help lessening the accompanying odors.

Who was there first, your plant or the neighbors. If it is the plant, tell the neigbors to fly a kite.

I would not recommend insulting and ignoring your neighbors.  The next time you need a permit to modify or expand your plant, you will pay dearly for that action.

It is not complex to reduce the visible emissions and odors from an asphalt tank.  We had to add this to all our tanks more than a decade ago.  We use a simple blower to draw the vapors off and pass them through a coalescer element.  We have had some problems due to the extreme cold environment where our plant is located.  I am sorry, but I don't know the manufacturer of the systems we use.
