Power Distribution: Network to Radial

(OP)
I am trying to construct a project where a 13.8KV radial system will be picking up part of a 4.8KV secondary network. I am looking for tips on how to go about constructing this. I will be using submersible transformer to pick up the network load but am at a standstill on how to continue. Any help would be great.

RE: Power Distribution: Network to Radial

Perhaps you could explain what doesn't seem to working out. Mind reading doesn't work well.
