Sory to bother you this trivail.
Ethaonlamine are produce by reaction of ethylene oxice and ammonia. The water increases the reaction rate of EO with ammonia and amines so water can be considerd as a catalyst for reaction. If using water instead of air to purge the EO pipe in the commisioning phase, is possible the remaining EO in the pipe may cause exoplision
Or something dangerous situation?

Sorry
I don't put clear.
Not using water or air to purge the EO pipe when there is EO
running in the pipe.
I plan to use either air/water to purge the EO pipe before it start up.

I wouldn't use either to ever purge a gas pipeline.  Certainly absolutely never never use air where it could come in contact with EO or other explosive gases for that matter.  I think maybe you need to check with someone at your facility on how they would normally purge this line.

You probably want to use Nitrogen to purge the line, or you might be able to use oxygen depleted flue gas.   It would be best if you dried the lines before use, using squeege pigs or hot air.
