I am attempting to model a flow spitter. The design is as follows: A swale empties to a catch basin (the flow splitter) with a grate inlet. The catch basin has a 4" outlet pipe in the bottom that discharges to a BMP. There is a weir inside the catch basin 9" above the bottom. Larger storms will overtop the weir and go to the other half of the catch basin. From there the water will exist a 15" pipe also set at the bottom of the catch basin. I am having trouble with the order of my outlets and whether to use secondary or Device 1 for the 15" outlet pipe.

Device #1 = 4" outlet, Routing = Primary
Device #2 = 15" outlet, Routing = Secondary
Device #3 = weir, routing = Device #2
The routing for device #3 forces the water to flow over the weir before it can discharge through the 15" outlet.
