Hi,

I am builidng a house on an empty lot. I will have to add dirt fill about 18" to raise the lot elevation. It will be a raised house built on piers. The lot is covered in St. Augustine grass. Do I have to remove the grass before I fill the lot.

Yes.  St. Augustine grass has a thick enough root mat that will cause settlement if left in place and covered with fill.

The ideal situation would be to roll-up/stockpile and re-use the sod and topsoil after house is done to recover/stabilize disturbed areas if possible.
