My company (in US) is contracting a supplier "A" to fabricate low level waste tanks IAW ASME Section VIII, Div 1.  The supplier holds (amongst others) a U stamp and is in compliance w/ ASME NQA-1 and we have audited them to those standards.  The supplier is going to sub the vessel fabrication (welding only) to a sub-tier "B" that also holds a U stamp, but does not have an NQA-1 program.  My questions are, can they both U stamp the vessels pertaining to the work they perform as documented on the Code Data Report or will they require separate CDR's? Where in the Code allows  this?  Also, would partial reporting be in order here? BTW, "A" will fully implement their NQA-1 program at "B".  I understand the NQA-1 portion but a little (or alot) fuzzy on the Section VIII side of it. Anything else that I might need to know, I would appriciate it.

Generally, a sub vendor who provides a welded part for an ASME Code stamped vessel will stamp the part and  provide U Part documentation.

RE NQA-1 After reading a little, seems to me that the Sub A will have to supervise ad audit sub B in the same manner as sub A would be Mfg the item,
 specifically if the sub B does not have the certification,
   Sub A is responsible for auditing the job, sub B can not just make the item, stamped and certified with a partial data report.
   If your contract is auditing sub A, then you may have to extend your audit to sub B.
There may be a lot of money and responsibility involved that warrants
the above.

I am a little confused why NQA-1 is relevent for a U Stamped Vessel/Part, since NQA-1 is only applicble to N-Type Stamps.

For a U Stamped Vessels and Parts the Quality program should be in accordance with Appendix 10 of Section VIII Div. 1 not NQA-1.

If both companies hold a U Stamp, then company B should supply a Partial Data Report to company A describing the extent of work which they performed based upon their quality program notupons company A's quality program.

I am assuming that Company A has the design responsibilty for the completed vessel so they would be responsible for completing the Master Data Report and including the Partial Data Report from Compny B for the completed vessel.

It is not possible for company A to implement their quality program at another workshop, since the ASME Certificate is issued to a specific location. The Certificate may also include Field Sites but based on interpretations another workshop is not a Field Site.

NQA-1 accordingly allows a U stamp holder to make some partsor vessels for a N-xx stamp holder or so,
similar to accreditation of Quality ISOxxxx

and the answer is no unless they comply and use their own QC control and stamp (that is if shop A has field ASME and NQA.
  otherwise  shop B is not allowed, or shop A is not allowed to sub.
