What major impact would it have on concrete columns after columns are chipped-off to expose dowels for intermediate beams?

My first concern is cold bending the bars in the field and any working that would cause.  

I assume that these bars were intentionally casted in this location with the intent of using them as dowels later?  

How big and what grade are these bars?  Is this a special concrete moment frame?

Seems like a lot of extra work and compromising of the column just to save some forms from permanent holes.  But that's contractors for ya!

A very strange way to build, with a  lot of concrete repair work required where the columns have been chipped off.  Why wasn't the normal sequence of column, beam, column followed?  Where are the column bars?  With so much concrete broken off the column face, I would expect to be able to see at least some of the ties and vertical bars.

hokie66 beat me to it. I would be concerned about the excessive cover to the column bars, this could be both a strength and a durability issue.

Mechanical couplers were invented for this exact situation.
