I have a 50 foot tall sign in which I am using a 34" od pipe at the base and then making a transition to a 24" od pipe and then to a 14" od pipe.  Not too concerned about a smooth looking transition.  But want to know what the best way to connect the two different diameter pipes together.  Thanks.

The transition is approx 6" at each 'step'.  I'd probably use a thick plate welded to the lower pipe with the pipe edge prepared for a weld and then weld the smaller pipe to the plate, again with the pipe edge prepared for a weld.

If the pipe is designed to max at the splice, then you need a CJP weld.

I don't know if concentric reducers are intended as flexual items.

Possibly insert one into the other with radial gussets between.

This could be called a step taper.  Insert the smaller pipes into the larger pipes about 36" to 48".  The smaller pipe has a end flange that inserts into the larger pipe and is just a little smaller diameter than the inside of the larger pipe.  Where the flange is inside the larger pipe, make some radial slots and weld the inserted flange to the larger pipe.
There is another rib-flange that welds to the top of larger pipe.

This pretty much the way step-tapered flag poles are constructed.  Not pretty but adequate.
