As a general practice our fabricators completed the plate stiffeners/bracings welding with stitch welding. our client is now objecting he wants to know where is it specified. can any one tell me where can I find? thanks

If your question is about vacuum stiffening rings on the pressure vessels, then stitch weld is acceptable per ASME code. See UG-30.

Does it match the Design Drawing(s)?  If so, "End of Story".  You are in compliance. Customer may have extra welding for extra money.

If Dwg does not specify the connection detail, it is time for a Request-for-Information to be transmitted to the Engineer-of-Record.  You may have to weld for free.

In our vessels, we use stitch welds all of the time.  For us, it's a matter of weld load calculations.  To the best of my knowledge there is nothing in the code that explicitly requires or prohibits a certain type of weld type.  Joint configuration on the other hand is a different story.
