What do you mean by 3sec gust wind speed?
How it is used in windstorm calculation?

Over the past 20 years or so, in the US, there have been two criteria for determining wind pressures on structures.  The first was the "fastest mile" criteria.  The second was the "3 second gust".  While they are different in their development, the factors used for each are different as well, so the net effect hasn't changed the load on the structure by very much.

I would suggest that you read two versions of ASCE 7...read ASCE 7-88 or 7-93 first (based on fastest mile criteria) and then ASCE 7-95 or later versions, based on the 3 second gust.
