In PreEng building, main two trusses running along the long side of building. Monorail supported by weld plated on bottom cord of there trusses. Bottom cord of HSS is 3 X2 X.188 and plate is 3/8 X4X6 with two holes for monorail bolt connection.
Does HSS thickness in enough to safe transfer of load and weld that plate to HSS? Monorail rated for 2 ton

You need local help with that.

I am in between two structural engineers. One from inspection and testing agency, rcomended addtion work on that too handle desing load. And another engineer who design this, who has 20++ expreience.

Let's look at the good points.  If you don't like the building very much, this might be a good way to demolish it.
You're adding a lot of heat to the bottom member of a truss.  It's already tensioned from the Dead Load and whatever else it's supporting. So you're basically melting a portion of a member in tension. If it withstands the welding process, it might get notched.  So now it's weakened by the notch.
As Mike said, hire a Structural Engineer. If he blesses this, you'll have someone to blame if it falls down.

Please tell me that image has been marked with a pen, and you didn't just weld through the paint.

My first question would be was the truss originally designed for a 2t moving load?  Pre-eng buildings are typically designed for very specific loads and have very little reserve capacity.  That mono-rail is clearly something a maintenance group added.
