AWS D11.2 covers the qualification of welding cast irons and ASME section IX does not cover the qualification of welding cast irons? Is this correct?

Correct.  Per Section IX, cast iron is not considered weldable for the purpose of building a pressure-retaining system: i.e. piping, boiler, vessel.

If a welder is qualified per ASME to weld various P group materials, he or she would NOT be qualified to weld cast iron?

They would have to be qualified per AWS?

There is no "qualification" for welding cast irons in AWS D11.2.  They provide recommendations and guidelines for welding cast iron and information on weld procedure qualifiaction, appendix c, for information only.  You can perform your own qualication process using D11.2 or ASME as guidelines just for good engineering practice and to make sure the welding will meet your requirements.
