In qualifying a welder, QW-302.1 refers to QW-452. In 452.1 it shows hat Visual examination can be used on the thicknesses shown. My questions are "do you need to perform tensile strength tests for a PQR?" and "Is a visual and bend test enough?"

I believe the table shows that the visual examination is one of the test requirements. The other requirement is the guided bend test. However RT can be substituted for the bends unless GMAW short circuiting transfer is used, in which case, guided bends are required.

If you are qualifying a welder, tensile testing is not required.

If you are qualifying a welding procedure, you should be looking at Table 451.X to determine the testing requirements.

PQR requirements for at least the past 40 years are:
Witness the making of the PQR coupon
VT - visual inspx of coupon weld
2ea. Tensile 'pulls'
4ea. Bends

It's not onerous when you consider that the PQR is now valid for the life of your company.  It should be considered as a Capital Expense, not a job cost.

Welder qual's to Sect IX have just changed for 2010.  UT is allowed, in addition to radiography.  So the requirements are:
Witness coupon being welded
Visual Inspx of coupon
EITHER: 1) 2ea. Bends [not the 4 required for PQR's]
     or 2) Volumetric Examination;  RT like always, or Ultrasound - UT - if thickness is 1/2" or more.
