In qualifying a welder, QW-302.1 refers to QW-452. In 452.1 it shows hat Visual examination can be used on the thicknesses shown. My questions are "do you need to perform tensile strength tests for a PQR?" and "Is a visual and bend test enough?"

If you are qualifying a welder, tensile testing is not required.
If you are qualifying a welding procedure, you should be looking at Table 451.X to determine the testing requirements.

It's not onerous when you consider that the PQR is now valid for the life of your company. It should be considered as a Capital Expense, not a job cost.

or 2) Volumetric Examination; RT like always, or Ultrasound - UT - if thickness is 1/2" or more.
