Do we require sprinkler in utilidor
our utilidor constructed with concrete and considered as non combustable construction.
and as per NFPA 13 section 8.15.1.2.2 the concealed sapce with limited access and not permitting occupancy is expemted from sprinkler
please advice

Remember that local codes supersedes any standard. Ask your local fire official for guidance.

Would have to say maybe.  Depending on where it is associated with the rest of the building

My personal interpretation on limited access relates the size and type of door used.

Examples:
Full size man door with no lock, definitely not limited access.
Access hatch/panel attached with screws/bolts, definitely IS limited.

Everything else in between is subject to interpretation, with the goal being that people don't or cannot use the area for storage.  

Keep in mind you are using the section of the code that is basically written for above-the-ceiling space..  So it comes down to what kind of mood the AHJ is in that day.   If you put a permanent no storage on order of fire dept. sign up inside the space, and put in a less than full size door which locks that should satisfy the crustiest of AHJs.

Ask your property insurer since it gives you credit for sprinkler system.
