Applicable Codes - ASME Section IX & ASME B31.3
Weld Process - GTAW / SMAW
Test Positions - 2G  & 5G separately
Base Material - API 5L X65Q x 30mm thk.

I have to know acceptable Min. / Max. Hardness Value after PWHT. Client Spec refer NACE MR 0175 which i dont have
Can shine some light on this?

Yes, go buy a copy of NACE MR0175 from the NACE website.

Or get ISO 15156.
It will say HRC 22 / HB 235 / Hv ??? max ;maybe you better get an ASTM E 140 hardness conversion std. And then the ASTM std for what ever hardness test method you are going to use- just like an engineer. Be careful with the variety of portable testers; sales people are overly optimistic. Your max hardness should be in the HAZ (of the thicker component or fitting -if there is one) , not the weld metal.
I won't ask why you are not using API weld procedures on API pipe.
I won't ask if there is a quality plan; Like are hardness tests of the PQR is enough, or each HAZ, or every 10th HAZ?
