I have concern regarding how to control/set the emergency closing speed (seconds) and if it is really necessary, because I have others peers that said it is not necessary.
I will appreciate any advise about the function of this emergency control.
The size of this Ball Valve is 18" and it will be installed in a pump station.

You might get the ball rolling by revealing what is being pumped, what the subject valve does, why it has to close, and who says it has to be there at all.

This valve is used in a sewer pumping station to protect the system of a water hammer.
I belive that If the Valve has this option, it needs to be used.

If the valve didn't have the option would you have chosen a different actuator or would you live without the function? The actuator could probably be applied to many different valves in a multitude of different roles in diverse industries, and it will incorporate features which make it as universal as possible. Is there an engineering reason to require this function in your application? Using features 'because they are there' is generally bad engineering which results in systems being over-complicated, harder to maintain and troubleshoot, and in many cases less reliable. You need to speak to the process engineers who designed the overall system and ask them to determine what the contingency conditions are, and then how best to mitigate them assuming that they can be mitigated at all.
