???Grounding isssue???

(OP)
Warning this is gonna be long winded but I want to try and paint a picture. I have an existing 800 amp main disconnect feeding a tap gutter with 6 200 amp meterbases
tapping off trough, each of these 200 a disconnects feed 6 spaces, space im in needs 400 amps. We have proposed using the existing 200 amp subfeed present now and tapping out of gutter, setting a new meter, additional 200 amp subfeed and panelboard in space. Local utility has approved 2 meters on 1 space. The question I have is the 6 existing meters have grounds going into a pvc conduit into the sidewalk which is the ground rods. Do I have to somehow tie into these grounds or where do I get my ground?  Any input would be very appreciative.
