we have a tempering tank to cool down the water from the boiler drain.
this is a hot water boiler.
now tempering tank has 10 inch inlet and 10 inch outlet.
do i need a valve on outlet side to drain the water from the tempering tank or can i just reduce the connection to 2 inch and attach a flexible hose and drain the water to the floor drain,
i need to answer the question about draining the tempering tank which cools down the boiler water to around 120 F before draining to the floor drain

That should be in the local plumbing code requirement.  Around here, max discharge can be 140 degF (I believe), and it is reduced to 120 degF, if your floor drain material is PVC

i am aware of this requirement but please read the whole situation. How do usually hot water boiler is drained. the water is 230 f and can't drain it to the floor drain? what is required a tempering tank or shall we cool down the boiler and than drain it?

what is the circumstance under the boiler is required to be drain?

what happenes if chemical treatment company finds crude at the bottom of the boiler and they need to drain the boiler at that time?

Is there a cold water quench to reduce temp? How fast do you need to drain the system? Is the tempering tank sized to take the entire volume of the system or boiler room?

If a chem company needs to drain the boiler, they can usually shut it off and let it cool down in the system (unless this is process and the boilers can't be down for that long).

Typically the tank would serve the discharge from the relief valves only, giving them time to cool down.

10" inlet and outlet is large though, so I'm trying to get an idea of your scope and application.
