How to Set Inspection / Maintenance Intervals?

I'm looking for methodology or software to systematically establish recommended inspection / maintenance intervals for PSV's and other safety system components.  Ideally would be similar to the "matrix" approach used in various PHA methodologies, with weighted inputs for severity of consequences, various factors increasing / decreasing probability of failure, etc.  All leading to a "score" which would dictate how often a given valve or other safety device should be PM'd.

I have seen some Risk Based Inspection software on the market (by E2G and others) mainly for vessel integrity, but nothing specifically for PSV's and other safety systems.
