Using SE ST 100.   Seldom use sheet metal and I cant figure out how to create conical or rotated sheet metal part.  Can do it in model and import it but can it be done in sheet metal module?

You need to use a Lofted Flange for this.
The two ends of the cone will be the 2 profiles.
I would create them as sketches first, and make sure there is a break at the same point on each circle.

There are also Options settings for triangulation of segments such as you would use for a square to round transition.
If you do a square to round, its best done in quarters, so that you can map vertices correctly.
