I am just looking for confirmation of the difference between self relieving and non-relieving filter regulators.
I need to convince our client there is no risk to a diaphragm actuator downstream of a regulator which accidently gets over pressured.
Pressumably in a fail situation one type vents air to atmosphere and the other passes it through non regulated?

A relieving regulator vents to atmosphere if the downstream pressure rises significantly above the setpoint. The principal use for this is to permit the operator to reduce pressure in the downstream system by backing off the regulator handwheel, i.e. without the need for a separate vent valve.
A relieving regulator cannot be used to replace a relief valve downstream to protect against overpressure. If a regulator mechanical failure or mis-setting occurs, a relieving regulator may still result in overpressure to downstream devices. Two regulators in series (one on the header and one at each user) is another alternative.

From the manual of a well known Instrument supply regulator company it states "other overpressure protection must be provided if inlet pressure can exceed the maximum pressure rating of downstream equipment or exceeds maximum outlet pressure rating of the regulator". This applies to both self relieving and non-relieving types.
If your customer is concerned about potential overpressure to an actuator downstream of a regulator you/they will need to install a separate relief valve / backpressure regulator between the two which will vent to atmosphere in the event that its setpoint is exceeded.
