Hi every body!
 Dose any one has information about the double circuit 11 kV transmission over head line? what are the dimensions of the poles and what is the clearance between the phases?

11 kV is distribution not transmission.  You can probably check out the RUS site for their 15 kV construction.

Far too many variables to begin to give an answer.

First off, as stated above this is distribution, not transmission. Then you have to know:
* The governing codes and standards.
* The wind loading.
* The ice loading.
* The conductor type and size.
* The maximum sag.
* The insulator type and size.

And the list can go on and on. Only once th the operating conditions are known can the spacing be known.
