On the other hand the neutral is classed as a 'live' conductor and if it is not disconnected from the system then it remains a 'live' conductor so far as the safety regulations are concerned. That can make things slightly more awkward when maintaining a bus section because a 3-pole breaker does not provide a full isolation from the system.

You're undoubtedly correct.  Too many of my fellow countrymen don't seem to realize there's anything outside the US or that if there is that things might be done differently anywhere else.
