Flood Load on Ring Wall Foundation

Hi everybody,

I am designing a ringwall foundation for a 30' dia tank on an AE coastal zone in California and I need to include flood load in my foundation design. What would be the right reference to use? ASCE 7-05, Caltrans BDS, or ASCE 24? any comment would be appreciated. The flood load elevation is 20 ft and the ground el 17 ft.
