Is there a way to add a reference note into modeling space....I want to add design information to a model in the instance that if something is changed or set to a specific dimension anyone who opens that model in the future can read the note and know exactly whats going on.  Especially if the project is still in design status, and no detail prints are made yet to document the specifics?

1.PMI ->add note
2.Name display in visualsation use name display of enities
3.Switching from drawing with display sheet in to 3d add note

If the above isn't an option, I believe you can also go into Drafting, turn off the drawing sheet, where you will then be able to see the model as if you're in the Modeling application.  All Drafting text will default to the XY plane, so you will either have to orient your WCS prior to placing the text or move it after placement.

I do it the way Tim (above) does it, but the main thing that you need to be aware of is that the text is placed on the WCS.
Go into Drafting then,
View > display sheet - toggle "off" > place your WCS on the plane that you want the note > add note as in drafting

You can also add dimensions, and they will also be placed on the WCS
