I am about to start some reinforced concrete design work in Vietnam (Ho Chi Minh City). If I was in America, I would be using ACI 318 and ACI 350, in addition to ASCE 7 and the IBC.
It appears that different codes (American and Euro) are accepted in Vietnam.
1. What is the most used and most accepted code for structural engineering work in Vietnam?
2. Does this code include both wind and site seismic spectral values (pseudo lateral accelerations) similar to ASCE 7 (via USGS)?

The Vietnamese seismic design code was prepared based on Euro-code 8: Design of structures for earthquake resis-tance (EN 1998-1:2004). The design code was completed and issued by MoC in 2006 with the code-number TCXDVN 375:2006. But I have not been able to find a full translation of this code.
