Steel Spec question....Why can't primed columns be embedded in concret

I have a quick and hopefully easy question. Most company's structural steel specifications indicate that primed steel members cannot be embedded in concrete. Is there a particular reason for this? I can see it making sense in a case where you are relying on bond but why would it apply to something like recessed columns with blockouts (diamond shaped) cast around the bottom 8" of the column? Is there any reason that I could not allow this in my spec?
