Is there a metallurgical problem with fillet welding the base of a steel rail section to a fairly rigid metal plate assembly (1-1/2" thick plate) cast into a concrete mass?

What kind of rail section? If the rail material contains high carbon, precautions (local preheat,and selection of filler metal) are necessary to avoid a brittle heat affected zone and/or weld region in the rail base material.

Also, can you sink enough heat out of the embedded plate to prevent the concrete from blowing out during the welding process.  I guess this depends on how much welding will be performed on it.
