In water reservoir, we install Butterfly valve to isolate two zones. Flange and butterfly valve at the bottom of zone-2.  Zone 1 remains in full condition when butterfly valve in close condition, same time zone 2 in empty condition.  My question – which side do we need to position nut and bolt condition?
Should nut place on behind the embedded flange, and opposite side of butterfly valve, on pressure side?

I see no difference regarding the placement of nuts and bolts rather than ease of installation and future dismantling. A sketch of your reservoir zones might help better to understand the question.
