There does not appear to be a requirement for the building owner to maintain a copy of NFPA 25 or a log book on site in the 2008 edition. I see where records are to be maintained and made available to the AHJ. Even as I look back to the 2002 and 1998 edition I don't see this requirement, yet somehow I notice that this has been carried forward over the years from somewhere. See attached AFSA cover page, items 5 and 6 for example.

Bottom line the absence of a copy of NFPA 25 is not a deficiency
Recall products could cause systems not to perform as design.
Just recent a sprinkler contractor in NY was order to payback customer all money paid plus attorney's fees just because the contractor wrote such requirement as a deficiency when in fact it is not.
