According to Table U-3 of ASME VIII Division 1 2010 the latest edition of ASME B16.5 isn't yet adopted, table U-3 still references ASME B16.5 2003, can this be correct?

I can understand ASME VIII Division 1 2009 Addenda not being updated for ASME B16.5 2009 because of time for the relevant committee to review the changes but, as the code is produced by the same organisation surely this must be automatic especially as certificates for flanges will now increasingly show B16.5 2009.

If memory servers me correctly, it was only this year that the 2003 edition of B16.5 was adopted.  So, my guess is that you are looking at another 5 years or so until the 2009 edition is adopted...

To correct your misunderstanding about the ASME Codes and Standards, B16.5 is COMPLETELY separate from Section VIII - they are run by two completely different VOLUNTEER organizations.  Yes, this is all done under the aegis of ASME, but it is completely different groups.  And no, Section VIII does not automatically adopt the newest of any standard.  Thorough deliberation must be given to ensure that the changes in the latest revision do not violate anything in the Section VIII codes.

If that situation makes you unhappy, then volunteer on the committees to "assist" in the standards review.

Actually... The 2006 Edition of VIII-1 shows the 2003 Edition of B16.5. There is an action in VIII Subgroup General Requirements which is evaluating all of the referenced standards. As TGS4 mentioned, they will review the changes - not merely rubber stamp - prior to revising the acceptable editions. I don't know how fast the work will progress... It's possible to see updates for the 2011 addenda, but it may take longer.

I'll second TGS4's point about things taking less time when people agree to join the volunteer effort.
