YES, hold down the SHIFT-key then drag the arrow to the disered place with left mouse button.

and note that when the size of the circle is specified (with a screen pick) in the parent view, the arrow pointing at the circle will be at that point - but from there you can more the arrow as specified above.
So in the example that you showed - if the point used for the size of the circle was a screen pick 180 degrees from where you put it, you would have been in much better shape that where you were.
