In Detail -C- I want the intersection of the C.L. of the 2.0 DIA. sloped hole to intersect the C.L. of the flat bottom tap drill for the 1/4-28 threaded hole at the bottom surface of the tap drill. How should I specify this using GD&T?

You can use a feature control frame with the position symbol (it is not reserved just for holes that are perpendicular to something) but you will have to indicate the intended angle as a basic dimension.  You'll also have to be careful about choosing a datum -- perhaps the pitch diameter of the tapped hole?
