We have had a member lodge a complaint that we have a "safety violation" by not insulating the jumpers from the secondary bushings of an overhead transformer down to the secondary or service drop.  He claims that there is a code requirement for this.  In 28 years in the utility business I have never seen this as code requirement.  Some utilities and coops do it for protection from faults due to wildlife (squirrels, birds, racoons, etc), but I am unaware of it as a requirement.  Anybody care to enlighten me...

Air is a perfectly good insulator.

Only a violation if the jumpers extend to where the clearance is insufficient. NESC Table 232-1.

Air is also cheap, light, and easy to cut and drill.
