Bolted connection failed

Hi,
I am getting a "Failed to add sketch for a hole" error and a "Failed to add a hole" error when applying a bolted connection through an existing hole.
Both parts are welded assemblies.
Can anyone suggest what the most likely cause is?

Ok, I found that you cannot use a post welding, machined surface as the blind plane in a bolted connection. I was able to work around one instance by clicking on an un-machined surface that was close to the machined dimension.
Now I have another instance where there is no old material to reference. Any ideas anyone?
