How can you move the anchor points of dimension extension lines at the same time?

Unfortunately I could not get that to work?
They still only move independent of each other!
Not sure of the if its the operator or the program

That's how it works.
Hold down the alt key then left mouse and drag the handle onto the new element.
If you simply want to adjust the length left mouse then drag to new length.

how do you have an ISO Views and/or Flat Pattern views automatically have the view name when placing on Draft?

I don't think you can, unless you create a quick sheet and show the view names.
The problem is that what you call a 'Front' view might not have been modelled on the 'Front' plane.
(In Catia V5 the 'Front' view is always the first one placed, irrespective of what direction the view is from.)
To add them after placing just select the view, enter the 'Caption' and then click the 'Show Caption' button.
