We are looking to purchase 69kV or 138kV portable cables for our mobile transformer and use the cables of other temporary system needs. Currently, we are developing an equipment specification and would like to know if there are any major differences in physical properties that portable cables may have to regular permanent UG cables. Does anyone have any experience to specify and order 69 and 138kV portable(AKA temporary, emergency) cables?

Cables for portable equipment are generally more ruggedly constructed than cable intended for permanent installation. You should use cable that's intended for that purpose if possible.

Flexibility should be a consideration.  I would think that compressed conductors would be less flexible than uncompressed, but I have nothing to back this up.  Insulation cost will be lower for compressed conductor.  EPR is more flexible that XLPE, but has higher dielectric losses.
