I have two oily drain valves located in two different places. One located in the pump drain location, and the other located the cooler's low drain point. I also have a sampling line which designed to not return back into the process stream
so I tried to alocated this sampling line to the OWS(oily drain sewer).
I wonder is any design basis to choose which OWS location
is better, such as the lowest point of OWS is better choice.

I don't know why you have a question on this subject.  Possibly you think you have more than one OWS syetem.  This is not likely.
Therefore I recommend that you run all (any) Oily drips to the nearest drain funnel.  It does not matted what it came from (pump drain, Cooler drain or Sample Connection) just as long as it is the closest.
