Greetings
Will the impedance of a PT connected y-ground be sufficiently high so that the PT will not be a ground source and yet allow access to zero sequence voltage?

A VT connected ground wye-grounded wye is not a ground source.  A VT connected grounded wye-broken delta is a ground source, the strength of the ground source is determined by the resistance across the broken corner.

To get V0, you'll need your PT's connected YG:YG. This will not provide a ground source in itself. If there is a zero-sequence path to ground on the load of the PT's that will be reflected through to the primary however.

David. Did you mean to say ground detection? When wye:delta transformers are used to develop an artificial neutral for high impedance grounding, the delta is closed. PTs are usually too small for this service.
For detecting grounds the delta is broken (US) or open (IEC) as you describe.

Using a grounded wye-delta transformer as a grounding transformer and desiring a resistance ground you can put the resistor in the neutral of the wye or you can put the resistor across one corner of the broken delta.  The grounded wye-broken delta VT does become a ground source; probably a very high impedance ground source, but a ground source none the less.
