Is there a way of rotating the positions of the plan elevation and end views  or is it a case of just change the sheet layout to fit what you want?

If you go into the view properties, under the "View Type" tab there is a section on view orientation.  Here you can click on the angles button and rotate the view as needed.  From there just move the view positions as needed (you may need to right click on the view and un-check lock view position).

If you need to change the projection from 3rd to 1st angle projections, that can be done in the Drawing Options settings.

That will not change existing views, only new views.  However, you can just move an existing view to the other side of the parent view.  A better solution is to change the projection setting, make new projected views & then move the detailing from the old to the new views and delete the old views.
