I am reviewing information for electrical Step-up substations (From multiple Generators, collected and delivered to the Substation where it is stepped up to Utility or ISO required Voltage) and trying to determine if there is a standard as to the costs devoted to both the low voltage and high voltage sides of the substation. Is there anything which lists approximate percentages of costs on the low and high side of the substation? I am trying to determine if the costs are fairly stated.

I don't believe that there can be any useful generality on the percent of costs on the low and high side.  It depends mostly on what kind of switching configuration, number of lines, and protection are needed in each.  A large part of the cost is the transformer connecting the two.

Adding to jghrist's list, the respective voltages on HV and LV sides and the type of switchgear (air, GIS, etc) will have a significant impact.

Only way to make a "fair" assessment is have design documents with necessary details and have a few competent contractors bid the work. Ask them to itemize the line items you want them to be.  Even after that they will be all over the place, except the total may be somewhere in the ball park.

All these takes time and money.
